Job Description

**Background** The Center for Emergency and Development Support (CEDS) is a national NGO registered by the Relief and Rehabilitation Commission (RCC) in South Sudan. Since 2005, with generous contributions from donors and other agencies, we have been partnering with communities and other stakeholders to achieve a poverty-free society that is socially and economically self-reliant and conscious about basic human rights and dignity. CEDS is currently implementing humanitarian projects in Northern Bahr el Ghazal, Western Bahr el Ghazal, and Warrap State of South Sudan. We focus on different sectors, including WASH, Health, Gender-Based Violence, and Education, among others. CEDS is looking to recruit an education officer in Wau, Western Bhar el Ghazel State. CEDS’s main donor in Western Bhar el Ghazel State is UNICEF. The education officer will be leading a team of 2 national staff. CEDS is a national organization committed to documenting our accountability to the beneficiary population and the impact of our activities. CEDS adopts a community-based approach, where beneficiaries and local authorities are included in the prioritizing, planning, and implementation of activities as an important measure of rehabilitation and capacity building. Purpose of the Post: The Education Officer plays a central role in planning, implementation, and monitoring of the Light Foundation-funded education project in Wau Town and other project-supported areas in Western Bahr El Ghazal State. The incumbent works closely with government counterparts, including the State Ministry of Education, State Ministry of Labor and Technical Vocational Training Centers leadership, and other relevant institutions to ensure timely enrollment of TVET students in the selected TVET Centers and provides regular monitoring and supportive supervision across all trades. JOB TITLE Education Officer DUTY STATION Wau STATE Western Bhar el Ghazel State REPORTING TO Program Manager NUMBER OF POSITIONS One (1) APPLICATION OPENING DATE 13th April 2026 CLOSING DATE 24th April 2026 CONTRACT LENGTH 3 Months with possibility of extension **Key Responsibilities: ** • Project Implementation & Coordination • Coordinate and oversee all TVET training activities implemented at various TVET Centers to ensure they meet quality standards and program objectives. • Develop and implement work plans and schedules to monitor the progress of TVET activities across all centers and selected trades, ensuring timely rectification of issues as they arise • Serve as the primary liaison between CEDS, selected TVET Centers, and other stakeholders, ensuring regular communication and reporting. • Conduct regular site visits to TVET centers in Wau with the MEAL officer to monitor and evaluate program delivery and document feedbacks and recommendations accordingly. • Develop and maintain quality assurance guidelines for TVET programs to ensure alignment with industry standards and labor market needs. • Provide technical support and mentorship to implementing partners to enhance the quality of training delivery. • Monitor adherence to CEDS' policies, procedures, and donor requirements during program implementation. • Identify capacity-building needs of TVET instructors and management staff at TVET centers. • Organize and facilitate training workshops, seminars, and mentorship sessions to strengthen the skills of trainers and program staff. • Support curriculum development and ensure the use of updated and relevant training materials. • Work closely with the M&E team to develop tools for tracking and evaluating program performance. • Ensure timely and accurate data collection, analysis, and reporting on TVET program outcomes. • Prepare and submit detailed progress reports, highlighting achievements, challenges, and recommendations. • Represent CEDS at the state-level education cluster meetings and other coordination meetings as assigned by the supervisor. **Qualifications/Selection Criteria:** • Bachelor’s degree in education, vocational training, or any other related field. • A master's degree in the above-mentioned field will be an advantage. • Additional training or certification in monitoring & evaluation (MEAL), humanitarian programming, leadership, or grants management is an added advantage. Experience and technical competencies: • Minimum 5 years of proven experience in technical vocational training education programme implementation and other youth development programs. • Proven experience managing field offices and supervising technical teams across multiple locations. • Strong knowledge of program cycle management, donor compliance, grants management, and high-quality reporting. • Solid understanding of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and data-driven decision-making. • Ability to manage multiple priorities effectively in complex and changing environments, with high integrity and commitment to safeguarding standards.
