Background The Center for Emergency and Development Support (CEDS) is a national NGO registered by the Relief and Rehabilitation Commission (RCC) in South Sudan. Since 2005, with generous contributions from donors and other agencies, we have been partnering with communities and other stakeholders to achieve a poverty-free society that is socially and economically self-reliant and conscious about basic human rights and dignity. CEDS is currently implementing humanitarian projects in Northern Bahr el Ghazal, Western Bahr el Ghazal, and Warrap State of South Sudan. We focus on different sectors, including WASH, Health, Gender-Based Violence, and Education, among others. CEDS is looking to recruit an education officer in Wau, Western Bhar el Ghazel State. CEDS’s main donor in Western Bhar el Ghazel State is UNICEF. The education officer will be leading a team of 2 national staff. CEDS is a national organization committed to documenting our accountability to the beneficiary population and the impact of our activities. CEDS adopts a community-based approach, where beneficiaries and local authorities are included in the prioritizing, planning, and implementation of activities as an important measure of rehabilitation and capacity building. Purpose of the Post is to ensure the implementation of a complete and coordinated MEAL of the CEDS response and or / project. The MEAL officer will support the program across three field offices to define and implement a coordinated mechanism, based on the proposed Minimum MEAL standards, in an efficient manner. The incumbent works closely with government counterparts, including the State Ministry of Education, State Ministry of Labor and Technical Vocational Training Centers leadership, and other relevant institutions to ensure timely enrollment of TVET students in the selected TVET Centers and provides regular monitoring and supportive supervision across all trades. JOB TITLE MEAL Officer DUTY STATION Wau STATE Western Bhar el Ghazel State REPORTING TO Program Manager NUMBER OF POSITIONS One (1) APPLICATION OPENING DATE 13th April 2026 CLOSING DATE 24th April 2026 CONTRACT LENGTH 3 Months with possibility of extension Key Responsibilities: • Work with the project team in designing a monitoring and evaluation framework, accountability and learning tools, conducting field MEAL exercise and data management and analysis. • Work with program staffs in designing the tools on MEAL and in implementing the MEAL plan at each field location. • Coordinate all the MEAL activities for the Education and WASH teams in Wau, Aweil & Wunrok field offices. • Participate with the communication team in the dissemination of a communication strategy for public accountability purposes, for ensuring that the MEAL system will produce the basic information required. • Ensure that accountability mechanisms and a complaint system are developed and utilized according to agreed principles • Assist field teams linking their respective monitoring, evaluation, learning and accountability activities to a general and common frame. • Ensure the analysis of the information collected, the production of materials as well as the dissemination among stakeholders. • Support specific MEAL initiatives ensuring affiliates participation as well as a good dissemination of the information produced. • Support on CEDS learning events where appropriate and to ensure the learning is disseminated to ensure systematic learning across different programs in the field (gather best practices, advise teams to conduct learning activities etc) • Support PM in Overall reporting of Project progress for ongoing grants, ensuring Targets are met and all means of verifications are duly archived. Qualifications/Selection Criteria: Bachelor’s degree in statistics & demographic studies, data sciences, economic or any other related field. Master’s degree in any of the above fields will be an advantage. Additional training or certification in MEAL, Data management and statistical data analysis software such as STATA and SPSS will be advantage. Experience and technical competencies: At least 5 years relevant experience in MEAL both in emergencies and recovery contexts. Strong interpersonal skills and able to communicate, in English clearly both verbally and in writing and with all levels of staff (communications) Experience of assessing the staff MEAL capacity and plan and deliver training. Systematic and organized in approach, with ability to work on own initiative. Capacity to adapt a MEAL strategy based on the response programme. Gender and cultural sensitivity, commitment and an understanding of the values of CEDS and the principles of equal opportunities.
